Apply for the $25.5 Billion or “Phase 4” Provider Relief
Fund and American Rescue Plan Grants
Health care providers are eligible for $25.5 billion more in government distributions. This latest installment will give $17 billion to health care providers as a fourth installment under the Provider Relief Fund and $8.5 billion more in payments under the American Rescue Plan (ARP) as follows:
PRF Phase 4: $17 billion will be allocated to health care providers (including dentists) based on “changes in operating revenues and expenses from July 1, 2020, to March 31, 2021” due to the covid pandemic. This is quite vague, as is the explanation for how distributions will be doled out to the applicants. But with a fixed amount to pay, the more applicants that are received by the Health Resources and Services Administration (HRSA), the smaller the distributions will be and vice versa. The HRSA has indicated that preferences will be given to “smaller providers” and those who see a substantial amount of Medicaid, CHIP and Medicare patients.
American Rescue Plan (ARP): $8.5 billion will be paid out based on the amount of services that applicants provide to Medicaid, CHIP and Medicare patients living in federally defined rural areas. One fascinating aspect of this program is that applicants need not verify whether their patients live in an area that meets the government’s definition of rural. Applicants only need to request that they be considered for ARP Rural payments during the application process. The HRSA will use data in its system to determine the applicant’s eligibility.
1. The application period begins September 29 and ends October 26 at 11:59 pm ET.
2. Applications are made at the PRF Application and Attestation Portal. https://cares.linkhealth.com/#/

3. Both PRF and ARP grants can be applied for simultaneously.
4. You will need the following supporting documentation:
a. Federal tax ID number
b. Internally-generated financial statements that substantiate operating revenues and expenses from patient care in 2019 Q1, Q3 and Q4; 2020 Q3 and Q4; and 2021 Q1
c. Federal income tax return (e.g., Schedule C, Form 1065, Form 1120, or 1120-S depending on entity type)
